Maryland Solar Project Notices

  • A pre-hearing conference in the above-entitled matter is scheduled for Monday, February 23, 2026, at 1:00 p.m, via virtual platform, concerning Benson Road Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 3 MW solar photovoltaic generating facility in Carroll County, Maryland. 

    Barring technical difficulties, anyone wishing to observe the live stream of the hearing may do so via the Public Utility Law Judge Division’s YouTube channel, https://bit.ly/2X6wLiP. At the pre-hearing conference, any preliminary matters will be discussed, and the establishment of a procedural schedule.

    Petitions to intervene must be filed by February 20, 2026, and may be filed electronically through the Commission’s website at www.psc.state.md.us, or by first-class mail with the Commission’s Executive Secretary, Andrew S. Johnston, Maryland Public Service Commission, 6 St. Paul Street, 16th Floor, Baltimore, MD 21202, and must reference Case No. 9843. The Commission strongly encourages parties to use the Commission’s “e-file” system for filing.     This informational meeting concerns Hemlock Lane Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 4.0 MW solar photovoltaic generating facility located at 1201 Hemlock Lane in Carroll County, Maryland. The meeting will begin with a brief presentation by the developer, who will then be available for comments and answer questions.

    Written comments on the proposed Project may be submitted electronically or by first-class mail.   • Informational public meetings in the above-entitled matter will be held in a meeting room at the Comfort Inn & Suites Chestertown, 150 Scheeler Road, Chestertown, MD 21620 and are scheduled as follows:

    March 10 and March 11 from 7 PM – 8:30 PM

    The meetings concern the application of Herman Highway Solar 1, LLC’s application for a certificate of public convenience and necessity to construct a 3 MW solar facility located along Herman Highway, Kennedyville, Kent County, Maryland (Tax Map 0021, Grid 0002E, and Parcel 0267).  The meetings will begin with a brief presentation by the developer, who will be available for comments and questions.
